The message of His Beatitude Daniel, Patriarch of Romania, on the occasion of the International Theological Congress The Relation between parish and school in the life and mission of the Church in the contemporary context, Bucharest, Dumitru Stăniloae National Centre for Continuing Formation, 18-21 October 2015, (below can also be found the Russian translation of the message):
In the context of the year 2015, declared by the Romanian Patriarchate as a Solemn Year of the Parish and Monastery Mission Today and Commemorative Year of Saint John Chrysostom and of the Great Spiritual Shepherds within Eparchies, the Theological and Educational Department of the Patriarchal Administration, in cooperation with Patriarch Justinian Faculty of Orthodox Theology within the University of Bucharest, and with the support of the State Secretariat for Religious Cults organizes the International Theological Congress entitled The Relation between parish and school in the life and mission of the Church in the contemporary context. This academic event represents an occasion for numerous hierarchs, priests, and professors from home and abroad to meet and analyse, deepen the understanding and systematize different aspects regarding the relation between parish and school, within the wider frame of Church mission today.
The works of this year International Theological Congress will be divided into five parts, as follows:
At the 6th Congress of the Faculties of Orthodox Theology in Romania (Arad, 21–23 September 2014), entitled “Theology and Mission. The Role of the Faculties of Theology in the context of parish mission”, the coordinates for the improvement of the missionary dimension of university theological education had already been fixed, taking into the account the current needs of the life of the Church.
Thus, it has been emphasized the fact that the Faculties of Orthodox Theology have the responsibility to assume and improve the missionary and ecclesial awareness, and, at the same time, to assert the relation between theological reflection and spiritual ecclesial experience, in the context of the current parish mission. In the present context there is a need that theological schools should develop a dynamic and convincing perspective for the life of the Church, through the complementarity and the cooperation between witness and mission, between research and experience, between school and parish. Since “theologian is the one who prays and the one who prays is a theologian” (Evagrius of Pontus), true theology cannot be separated from the ecclesial experience, and that is because the purpose of theology is the research, confirmation and cultivation of the true communion of humans with God, in order to acquire salvation or eternal life. In this respect, as a science of theanthropic communion, true theology asserts that the proper space of this communion is the ecclesial community gathered in prayer and common action in the love of the Most Holy Trinity.
For this reason, the strengthening of the relation between parish and school in the life and mission of the Church has a special relevance as far as religious education is concerned. At present, both theological and religious education are two essential components of the Romanian educational system. We responded unitarily and in solidarity to all challenges that we had experienced together during the previous school year (2014-2015), offering a common witness about the importance and the necessity of religious education, in order to inform and to form the young generations, who need to permanently refer to true models, in a society where often non-values or “anti-values” are being promoted.
The Romanian Orthodox Church supports the necessity of establishing partnerships between parishes and schools in order to develop an efficient cooperation. By the decision no. 12.477/2014 of the Holy Synod a framework regarding a Cooperation Protocol between parishes and educational institutions has been approved, in order to support and improve Religious class. This cooperation protocol can be adjusted depending on the characteristic of the parish, of the educational institution and of the common activities proposed to be achieved.
Thus, according to the cooperation protocol, the parish “will support children coming from disadvantaged families; will take action in order to prevent school dropout; will offer awards to meritorious pupils at different school contests and at the end of the school year; will support the conduct of the Religious class by purchasing and donating auxiliary teaching materials to schools; will involve in the organization of extracurricular and out-of-school activities – trips, pilgrimages, camps etc.; will co-opt teaching staff from among the parishioners in order to voluntarily work in the programs of additional pupils training; will present to the faithful the activity undertaken by the teacher/teachers of Religion in the school; will maintain a permanent contact with the school, through the appointed representatives, in order to provide prior, mutual, efficient and loyal information regarding the actions of common interest carried out; will conduct volunteer activities in which pupils of the school can also be involved” (Cooperation Protocol, article 5).
On the other hand, the school “will identify and communicate to the parish the cases of children coming from disadvantaged families and the required ways to assist them; will communicate the situations of truancy and of school dropout risk – can invite the parish representative to the discussions held with the parents of the pupils concerned; will communicate to the parish the list of pupils awarded at school contests and at the end of the school year; will identify the necessary additional teaching materials for a proper conduct of the Religious class; will promote to pupils and teachers the common volunteer projects; will involve the pupils and teachers of the school in actions of assisting disadvantaged children; will facilitate the participation of pupils in different events organized by the school (children’s shows, concerts of Christmas carols etc.); will maintain a permanent contact with the parish, through the appointed representatives, in order to provide prior, mutual, efficient and loyal information regarding the actions of common interest carried out; will invite the parish to the activities occasioned by the opening and closing of the school year, on the day of the school or on other festivities” (Cooperation Protocol, article 7).
In this regard, the cooperation between Church, School and Family will be intensified, through concrete activities and projects, having the purpose of a better conduct of the educational act. Within this process, the parents of the pupils, the teachers of Religion and the parish priests must cooperate and follow the same objective: education and formation of children for life and society, but also for the Kingdom of God, i.e. to live within the family and the society with dignity, but also in the light of the eternal love of God.
On this occasion we express our thanks to everyone who understood the importance of religious education and contributed to vouchsafing and promoting the traditional values of the Romanian people, by enrolling their children in the Religious class. We are especially grateful to the parents of the pupils within the Association Parents for Religious Class, appreciating their love and devotedness to promote a healthy and integral education.
We congratulate the organizers of this international congress expressing all our appreciation and we convey paternal blessings to every guest from home and abroad, as well as to every participant, with the hope that the results of this congress will contribute to enhancing the cooperation between parish and school, for the life and mission of the Church.

СОТРУДНИЧЕСТВО МЕЖДУ ПРИХОДОМ И ШКОЛОЙ В КОНТЕКСТЕ МИССИИ ЦЕРКВИ И ОТВЕТСТВЕННОСТИ ЗА СЛЕДУЮЩИЕ ПОКОЛЕНИЯ
Слово Блаженнейшего ДАНИИЛА, Патриарха Румынской Православной Церкви, на Международном Богословской Конгрессе Отношение между приходом и школой в жизни и миссии Церкви сегодняшнего дня (Бухарест, Центр постоянного формирования Димитрий Стэнилоаэ, 18-21 октября 2015 г.):
В контексте 2015 года, провозглашенном в Румынском Патриархате Годом миссии прихода и монастыря сегодня и Годом Святителя Иоанна Златоуста и великих духовных пастырей, Богословский-Образовательный Отдел Румынской Патриархии, в сотрудничестве с Православным БогословскимФакультетом имени Патриарха Юстиниана Бухаресткого Университетаи при поддержке Государственного Секретариата по культам, организует Международный Богословский Конгресс Отношение между приходом и школой в жизни и миссии Церкви сегодняшнего дня. Это академическое событие предоставляет возможность иерархам, преподавателям и священникам со всей Румынии и гостям из-за границы встретиться и обсудить, углубить и систематизировать аспекты отношения между приходом и школой, в рамках сегодняшней миссии Церкви.
Работы Международного Богословского Конгресса в этом году будут осматривать пять аспектов религиозного образования и миссии Церкви:
1. Специфическая роль религиозного и богословского образования в контексте приходской миссии сегодня: вызовы, приоритеты и перспективы;
2. Религиозное образование – катализатор в партнерстве между приходом и школой;
3. Миссионерская церковная перспектива и ее освоение богословским образованием в нынешнем контексте приходской миссии;
4. Строение и продвижение специфической миссии Церкви для сегодняшней молодежи;
5. Развитие специфической миссионерской стратегии для диаспоры.
На шестом Конгрессе Православных Богословских Факультетов Румынии (город Арад, 21-23 сентября 2014), с темой: «Богословие и Миссия. Роль Богословских Факультетов в контексте приходской миссии», были утверждены координаты улучшения миссионерского измерения богословского образования, имея в виду сегодняшние необходимости жизни Церкви.
Таким образом, было подчеркнуто, что Православные Богословские Факультеты носят ответственность за продвижение церковного миссионерского сознания и, в то же время, указывают на связь между богословским мышлением и церковным духовным опытом, в рамках сегодняшней приходской миссии. В нынешнем контексте, богословские учреждения должны развивать более динамическую и достоверную перспективу для жизни Церкви, посредством сотрудничества и взаимодополняимости между свидетельством и миссией, между исследованием и духовным опытом, между школой и приходом. Поскольку «Богословом является тот, который молится и молится тот, который является богословом» (Евагрий Понтийский), то истинное богословие нельзя отделять от церковного духовного опыта. И это еще потому, что цель богословия – это исследование, подтверждение и выращивание истинного общения человека с Богом, для принятия спасения или вечной жизни. В этом смысле, в качестве науки богочеловеческого общения, истинное богословие говорит о том, что благоприятное пространство этого общения является церковная община, собранная в любви Пресвятой Троицы, посредством молитвы и совместными деяниями.
Поэтому, интенсифицирование отношений межу приходом и школой в жизни и миссии Церкви имеет особенную важность для религиозного образования. Сегодня, богословское и религиозное образование являются важными составляющими образовательной системы Румынии. На все вызовы, которые мы пережили в прошлом учебном году, мы ответили единодушно и одинаково, свидетельствуя о важности и необходимости урока Религии для информирования и формирования молодых поколений, которые нуждаются в истинных образцах, достойных подражания в обществе, где нередко продвигаются бесценности или «противоценности».
Румынская Православная Церковь поддерживает необходимость подписания договоров между приходами и школами, для развития эффективного сотрудничества. Решение Священного Синода нашей Церкви № 12.477/2014 предлагает образец такого Договора о сотрудничестве между приходами и школьными учреждениями, с целью поддержки и улучшения уроков Религии. Этот договор можно адаптировать в связи со спецификой прихода, школьного учреждения и совместной деятельности, которую они предлагают совершить.
Таким образом, согласно договору о сотрудничестве, приход «будет поддерживать детей из бедных семьях; будет поддерживать детей, чтобы они не бросили школу; будет давать премии лучшим ученикам в конце учебного года; будет поддерживать урок Религии, покупая для детей вспомогающий учебный материал; будет помогать в проведении внешкольной деятельности – экскурсии, паломничества, летние лагеря и др.; будет помогать ученикам лучше готовить уроки посредством преподавателей прихожан; будет представлять верующим деятельность учителя Религии; будет поддерживать постоянную связь с школой, через ставленых людей, с целью взаимного эффективного и верного информирования о деятельности интересующую обе стороны; будет поддерживать деятельности с волонтерами, где можно вовлекать школьников» (Договор о сотрудничестве, 5 ст.).
С другой стороны, школа «узнает и известит приход о случаях детей из бедных семьях, которым нужна помощь; известит о прогуливающих детях, которые могут бросить школу – может пригласить представителя прихода на встречи с родителями ученика; предоставит приходу список лучших учеников, которые получили премии в конкурсах и в конце учебного года; известит приход о необходимости вспомогающего учебного материала для лучшего проведения урока Религии; будет поощрять совместные волонтерские программы; будет вовлекать учеников и учителей в деятельностях на помощь бедных детей; поможет ученикам участвовать на мероприятиях прихода (спектакли для детей, концерты колядок и др.); будет поддерживать постоянную связь с приходом через ставленых людей, с целью взаимного эффективного и верного информирования о деятельности интересующую обе стороны; пригласит приход на мероприятия, связанные с открытием и закрытием учебного года, на день школы и др.» (Договор о сотрудничестве, 7 ст).
В этом смысле, сотрудничество между Церковью-Школой-Семьей станет более тесным, особенно посредством конкретных проектов и деятельностей, с целью лучшего проведения образования. В рамках этого процесса, родители учеников, учителя религии и приходские священники должны сотрудничать и преследовать одну и ту же цель: образование и формирование детей для жизни и общества, но и для Царства Божия, то есть жить с достоинством в семье и в обществе, но и в свете вечной любви Бога.
Благодарим всех тех, которые поняли важность религиозного образования и способствовали сохранению и продвижению традиционных ценностей румынского народа, написав заявление об участии своих детей на уроках Религии. Особенно благодарим родителям Ассоциации Родителей за урок Религии: за их любовь и ревностность для продвижения здорового и целостного образования.
Поздравляем организаторов международного конгресса и отечески благословляем всех гостей из Румынии и из-за границы, а также всех участников, с надеждой на то, что результаты дискуссий будут способствовать к улучшению сотрудничества между приходом и школой, для жизни и миссии Церкви
